There has been criticism of the failure of OBE and the poor levels of English in grade 12. The Principal of Brugam Secondary School stated to the media that the fault lay with the OBE and its focus on research and comprehension.

This is the fault of the Australian advisors who really knew very little of the tasks involved in OBE. They thought it was all about preparing students for university with focus on research and projects.

They neglected to explain that OBE is developed through Mastery Learning that involves all basic skills of reading, writing, speaking, answering questions, finding solutions and preparing reports.

Students in Papua New Guinea High School often know little about the world and need to be given general knowledge as well as specific information. Teachers need to gather all stories from newspapers, magazines and books as part of a professional library of general knowledge.

They can not write about the Westminster system if they do not know where Britain is and have no idea of British history. Who is the President of the United States? Mr Rudd. Where is Saudi Arabia? in China.

They can not write about conservation if they have no idea of the problems of overpopulation and overuse of natural resources. They have no idea of whales.

It is the job of the teacher to promote understanding of the world. This does not require textbooks. It can be promoted by a teacher who has knowledge and creativity.

The teacher can talk daily of what is going on in the world with the aid of a world map. That necessitates the teacher coming to school.
