ACADEMIC GETS OBE WRONG

There is a report in the Post Courier of PNG explaining why Outcome Based Education should be scrapped.

It was written by one Dr Michael Unagi of the National Research Institute and has all the appearance of academic rubbish full of unjustified opinions paraded as fact.

Dr Unagi wrote Reviewing Education (sic) Process. Educational is the word Doctor.  That appears to be the basis of his fame. He does not have any paper posted on Google, not even the report above.

Unagi has put together a mixture of opinions. No wonder he says that OBE is described as gobblegook, scandalous and phantasm. He just made that up. Quotes are always to the point if we make the quotes up ourselves.

This foolish doctor pontificates that advocates and technical advisors have beguiled themselves in their own pomposity. He seems to be doing the same.

He claims that OBE is propagated under cliches of "No child left behind." and "continue until success". There is a grain of truth.

It was begun at a time in the 1950s when education was seen as the right of all children. But the process was sabotaged with removal of basics in literacy and numeracy.

But properly designed, OBE must have a cut-off point for the non-achievers and enrichment exercises for the high-achievers.

Unagi may be explaining the dumbing down of education but does not explain how the high achievers can go forward into higher success. He damns Mastery Learning as if just by mentioning it, the process is damned. Is he a teacher?

KEEP ACADEMICS AWAY FROM SCHOOL CURRICULUM

He damns that OBE outcomes involve values, attitudes and relationships. He just wants facts, facts and facts. Values encompass so much.

What were the values of Adolf Hitler and the Greens Movement? What are the attitudes of those who reject measures to protect the planet from the greenhouse effect?

Study of values puts it all together. He says this puts cognitive development into disarray. Is he a teacher? Knowledge of values is at the basal level of Bloom's Taxonomy of Educational Objectives.

He says all this can be covered in guidance, personal development, religious instruction and social science. He is probably not a teacher. He seems to be looking in from the outside.

He talks of the massive expense. It will not cost as much as maintenance of the road system of Port Moresby.

The key to successful Mastery Learning is that mastery resources are centralized from grades 1-12. Teaching of literacy starts with phonics.

All such Mastery Learning is practical. High achievers can have a library book to read if the work is finished. That is a small problem. Please click:

LEARNING BASICS THE PLAY-WAY METHOD

Writing skills could be developed from grades 1-12 with 2000 mastery exercises. A design team could put these together ready for validation in 3 months. 

So too mastery of science. Primary school mastery exercises from Gr 1-8 could be put together in 8 weeks by a team of designers.  Much would be pitched at the village environment. It would be unforgettable learning. Please click:

MASTERY LEARNING IN SCIENCE

Failure of systems in the world is often due to the fact that chaos came with massive decentralization. Take the old Soviet industrial system.

There was not even uniformity in vehicle and electronic spare parts. Every factory made their own. Nothing fitted. OBE was decentralized in PNG schools so that nothing at all fitted.

Mastery Learning can only succeed if planned and prepared by a skilled design team of teachers with academics carefully screened out.

But Dr Unagi seems not to know about the mastery of skills by Mastery Learning. He thinks it is all gobbledgook and phantasm. Silly man. How did he learn to ride a bicycle and tie his shoe laces? Please click:

EDUCATION IS NOT EDUCATION IN PAPUA NEW GUINEA

Education in this country is as low as it can get. It is not just OBE but the removal of basics. It is good to hear the education curriculum people in PNG talking about phonics and memorization of poetry and multiplication tables.

Teachers are conmfortable with having students focus on theory from books. Most younger teachers do not know the practical application of theory. Read the report above.

Sadly too many teachers started their primary school lives with the new and stupid strategy of removing memorization that was slipped into school curriculum without consultation in the 1960s. It is not what teachers know.

Dr Unagi is helping to sabotage the curriculum by ignoring the basics. He does not understand the basic cause of the problems of education.

Memorization is back but not practical application of skills. The curriculum below is based on practical scenarios. Students remember correct decisions more than just blank theory. Please click:

Teachers should choose the best. That is to (1) memorize basics and (2) work out practical problems. But the publishers came to dominate content without consultation with Education.
