An offer is made to the Department of Education to prepare modules in Mastery Learning in the following areas for primary and secondary school students of Papua New Guinea:
Mastery Learning in writing,
Mastery Learning in reading comprehension,
Mastery Learning in vocabulary extension,
Mastery Learning in Science and Biology, and
Mastery Learning in Health including HIV/AIDS.
This will involve preparation of curriculum, design of text books, validation of results and conduct of workshops for teachers.
It will be the work of a teacher who has used mastery learning techniques in all his career in Education and Training. He has been involved with Mastery Learning from the 1970s when Bloom’s Taxonomy of Educational Objectives was being used in education.

He understands clearly the needs of PNG school children and has tailored his Mastery Learning design to that need. This has been the key weakness in past years of consultants who did not understand what was required.
Education in Papua New Guinea has been suffering from poorly implemented Outcome Based Education that lacked the practical application of Mastery Learning.
Production of validated Mastery Learning resource material can be completed by the end of 2013.
Regardless of what has happened in the past, this work will be a gift to Papua New Guinea students by the people of Australia.
