There are times when I am ashamed to be an Australian. That has been an ongoing feeling in me for the last decade when I see the ugly Australian outlook among so many advisors to Papua New Guinea.
They are here to make money and go back to Australia with a fortune. Perhaps there will be the opportunity to come back and make another fortune.
But they have to quietly mess up the earlier project and blame the blackfellas. Then they come back to clean up the mess that they made in the first place.
I am totally ashamed of the Australian non-contribution to the national HIV/AIDS response. They totally pissed on the needs of the client and focused on the needs of the Australians.
We might think that focus on rights is client-centred. But no. It is to promote chaos in a tribal society, weaken authority of parents, make children rebellious, weaken families, increase numbers of street kids and provide a play-ground for expatriate paedophiles.
They discriminated against family men and women, cried crocodile tears that there should be no stigma and discrimination and bullied churches into accepting a foreign agenda,
They secretly lobbied for parliament to pass legislation decriminalizing gay and lesbian sex with the connivance of the UN Australians and refused funding to groups that did not follow the expatriate line. They did not consult but laid down the law as to what was to be.
Part of the reason was that the Australian Government had privatized the overseas commitment.
This meant that the name of the game was to do the job as cheaply as possible, making a profit and cutting corners as much as possible.
National workers would be blackmailed into doing as required on the promise of future employment or the threat of future black-listing, setting up an Australian infrastructure to maximize dependence and employing Australian mates.
They would spend as much funding as possible on recurring costs which would usually involve massive expatriate wages and conditions. National workers would be expected to be volunteers.
AusAID used to fund internet for the National AIDS Council workers. But the Australian paedophile Gestapo banned PNG workers from using internet. They risked not having their contracts renewed. That is what we call information control.
Workers were not to read of gay and lesbian domestic violence, attack of HIV on the gut, coccidian gut parasites, fisting, rimming and paedophiles infiltrating aid organizations. The Gestapo must hate AIDS Holistics. Well done.
The greatest trick was for Australian Government workers to come to PNG to set up their networks to which they could return at the end of their contracts as consultants in their own companies. This was a double bite of the cherry.
It was also the basis of boomerang aid. Ordering of drugs for the Department of Health was part of this.
Next to the HIV/AIDS Australian debacle, comes the Outcome Based Education (OBE) mess. The Australians involved were incompetent and had no idea whatever of what they were doing.
They had a completely wrong idea of what OBE was. The message left to the PNG teachers was that it was all about research.
Students were given projects to look up in reference books. Wrong. Perhaps they had arrangements with the book sellers for commissions.
OBE is all about Mastery Learning. The teacher has sequences of exercises that the students have to master.
In literacy in any one grade , there may be 300 exercises in writing skills with about 200 teacher-centred and 100 student-centred exercises in a lock-step process of trial and error, teacher demonstration and student practice until students master the skills.
Exercises are regularly revised until the students have a pass rate of 90% and upwards.
Mastery Learning is not intended for teachers to go out and have a smoke under a tree while students struggle through the work.

If we type Bloom -Taxonomy - Mastery Learning - Outcome Based Education into Google, we will find that all are part of the same package. Mastery Learning is the key tool in the OBE toolbox.
But the Australian advisors to PNG did not know that. They sent students off researching in empty libraries and not doing any Mastery Learning.

This statement is made in support of the people of Papua New Guinea. But it is also in response to the hatred and discrimination dealt out to the founder of AIDS Holistics and family in the wake of promoting a family message.
There was no redress nor expression of interest from the Australian Government. The corrupt advisors went on to bigger and better corruption.
They had covered their tracks by spreading the word that the founder of AIDS Holistics was a violent wife beating child molester.
He was getting what he deserved at the hands of Australian paedophiles working to run a paedophile anti-family agenda.
Besides, the Australian Government probably did not want to make Senator Bob Brown angry. Australian aid abroad is in the hands of poofter power.
Liberals and ALP share your preferences in the next election. Repeal any legislations after the next election.
