CHECK AND BALANCE IN AIDS FUNDING

There is one check and balance in new funding arrangement for
groups seeking funding from AusAID for projects in Papua New
Guinea. Organizations must have had at least 5 previous projects
before application.

This stops Australians who have just been removed as consultants
from the AusAID list from staying in country and setting up a new
funding organization to go back to work.

This applies particularly to the gay and lesbian advisors in the HIV
and AIDS projects who want to stay in country with the funding
they have enjoyed in setting up a gay/lesbian infrastructure.

So they make arrangement with their mates in the Australian aid
organization to set them up again with finance. Their mates have
the option to join them as a reward for funding them. This can
go on ad infinitim.
