COMPETENCY BASED TRAINING

The Papua New Guinea Institute of Public Administration offers courses based on Competency Based Training (CBT). It is basically the same as Outcome Based Education (OBE) and Mastery Learning (ML).

But Education is more theoretical than Training. In Education, the learners are required to master a range of reading, writing, speaking and thinking skills.

There will be requirement to master practical skills in physics, chemistry and accounting. But in Training, there may be a requirement to fire a weapon, fly aircraft, maintain and tune an engine and fault-find in a computer.

There can be much more practical skill required in Competency Based Training with much more hands-on skill required. But the ML component is still required. There can be different gradings such as A grade, B grade or C Grade mechanic.

A pilot is not trained and able to fly all aircraft. There must be competency based training for each aircraft.

CBT may require requalification after a period of time. People forget. I qualified in Bahasa Indonesia as an Australian army officer in 1973.

The RAAF School of Languages required graduates to requalify after a refresher course every 2 years. That is Competency Based Training. That is why the language is still with me after some 37 years.
