A Madang addict was gaoled for life for killing a 63 year old woman. He raped her at the river, smashed her head with a rock and then drowned her.
An enquiry was conducted to determine whether the young man 25 years was capable of understanding the proceedings.
The Court was provided with psychiatric evidence that he had psychotic problems the result of marijuana addiction. He was being treated with anti-psychotic medication to deal with chronic cannabis-induced psychosis. The young man was sentenced to life in prison.
Comment: The judge may have determined the young man was permanently impaired and would return to marijuana smoking. Since there are no operating high security mental hospitals in Papua New Guinea, a gaol sentence was intended to put him away from the community.
He becomes a danger to prisoners. Marijuana is smuggled into PNG prisons.
