A key person in turning a blind eye was Dr Clement Malau, formerly a junior PNGDF medical officer who became the first medical "Uncle Tom" as Director of the National HIV/AIDS campaign and later employed by gay and lesbian Burnett in Melbourne and East Timor.
He came back as Secretary for Health appointed by gay paedophile Sir Peter Barter who was Minister for Health. Malau ratified the contract of Burnett in setting up the gay and lesbian infrastructure with Australian taxpayers' money.
Investigators need to check any links Malau had with Burnett after taking over as Secretary. Was he double-dipping in any way?
It has been found that there has been massive corruption in the Department of Health in securing drugs with aid money. They have found large quantities of low quality drugs made available to the community. It may have been corrupt health officers seeking the cheapest drugs from shoddy foreign suppliers.
Where does the buck stop? Surely it stops with the Secretary Malau.
In late 2011, when the Australian Government was making decisions about consultancy in PNG and else where there was a fierce email attack on AIDS Holistics by anonymous people expressing a secret gay and lesbian attempt to silence our message that was going out even to senior Australian politicians.
Defenders after Toole of Burnett failed were Secretary Malau and Keith Jackson of PNG Attitude. Serious defence was given to Malau by Jackson.

But the fact remains that soon after, Malau ended his term of office and was not even allowed to stay until his replacement was appointed. Where is he? Jackson has made an error in defending people he knew nothing about. There will be found to be massive corruption in the Department of Health.
